Owner & Lead Veterinarian

Dr. Elena C. Foley is the head veterinarian at St. Pete Veterinary Hospital. Dr. Foley has been practicing medicine for over 17 years in the Tampa Bay area where she worked for non-profit hospitals, private practices, and even corporate clinics before starting St. Pete Pet Euthanasia, a house-call euthanasia service, in 2020.

Later that year, she founded St. Pete Veterinary Hospital. Dr. Foley enjoys practicing a wide variety of medicine, including preventative care, treating sick patients, internal medicine, and soft tissue surgery, but she especially loves dentistry. She is a proud member of the FVMA, AVMA, PCVMA, and the American Heartworm Society. Dr. Foley is also fluent in Spanish and looks forward to serving Spanish-speaking pet owners.

Born in Manhattan but raised in central Florida, Dr. Foley majored in Biology at Florida State University, graduating in 2002. She continued her education at Purdue University, earning her Doctor of Veterinary Medicine degree in 2007. Upon graduation, Dr. Foley moved to St. Petersburg. In her spare time, she enjoys dancing, reading, scrapbooking, and baking with her husband and son.

VMD, DACVIM, Traveling Internal Medicine Specialist

Dr. Kelli Weaver has been working as an internal medicine specialist in the area since 2005. After graduating from the University of Pennsylvania in 2000, she completed an internship at Georgia Veterinary Specialists in Atlanta, GA, and then stayed a year to run their emergency department before heading to Massachusetts to complete an internal medicine residency at Tufts University.

She headed down to the Tampa Bay area in 2005 and started working at Tampa Bay Veterinary Specialists, where she practiced for 15 years. She then moved to CARE for two years before deciding to start a mobile internal medicine service. In addition to providing specialty care, she is on the board of directors for the Humane Society of Pinellas County and is starting a nonprofit to help support animals in need.

DVM, Visiting Veterinarian

On occasion, we may call in Dr. Garcia to perform surgeries for our patients. He provides our clients with an additional option for those who are unable to pursue specialized care. Dr. Garcia specializes in advanced procedures, such as TPLOs, patella luxation repairs, fracture repairs, and a wide variety of soft-tissue surgeries at a reduced cost. Dr. Carlos Garcia has a Bachelor of Science from the University of North Carolina at Asheville, where he studied Cellular and Molecular Biology, and he is a 2015 graduate of Ross University School of Veterinary Medicine. He worked as a general practitioner in Miami and Tampa Bay for four years. He then completed a small animal surgery specialty internship at Affiliated Veterinary Specialist.

In his free time, he enjoys beach life, working on cars, cooking, weight lifting, and most importantly, spending time with his family.

Lead Veterinary Technician

Jennifer is our fantastic lead veterinary technician with deep St. Petersburg roots and over 20 years of experience in veterinary care. From a young age, Jennifer knew veterinary medicine was her calling, thanks to her lifelong love of animals. She’s our go-to cat whisperer and a dedicated professional whose thorough care and communication skills make her a trusted favorite among clients.

When she’s not managing inventory or keeping track of vaccine reminders, Jen enjoys soaking up the Sunshine State’s outdoor beauty. Jen’s favorite snack is chips and salsa which is no surprise since she LOVES Mexican food. Currently in a long-term relationship, she is also the mommy to A LOT of animals. We absolutely adore Jen for her warmth, expertise, and unwavering dedication!

Veterinary Technician

Lauren is a veterinary technician with 25 years of experience and a heart full of love for animals!Her warm smile, positive attitude and contagious laughter always make our day! Lauren is not just a seasoned pro in the veterinary world; she’s also our go-to person for assisting Dr. Foley as pets journey over the rainbow bridge with her heartfelt compassion.

Outside of work, Lauren is a proud mom to two adult children and is a proud owner of six fabulous furbabies (three dogs and three cats, to be exact). When she’s not busy being an animal whisperer, you can find her nurturing her collection of exotic plants or indulging in her favorite Mexican cuisine.

Veterinary Assistant

Sandro is one of our veterinary assistants and has the biggest heart! Sandro is currently working towards becoming a Certified Veterinary Technician, and he brings a genuine passion and dedication to every interaction. His commitment to making a positive impact on every pet’s life shines through in everything he does.

Sandro is passionate about his role as a veterinary assistant and his future career as a veterinary technician. Outside the clinic, he’s a healthy food enthusiast, loves playing basketball, and loves spending time with friends and family. And let’s not forget his family’s adorable “zoo” at home—10 French Bulldogs and 1 Pit Bull!

Veterinary Assistant

Faith is one of our veterinary assistants who went from intern to team member! She’s currently working towards her associate’s degree in science and is on track to become a Certified Veterinary Technician. Faith thrives on the joy of working with animals and making a difference in their lives every day. We always love spotting her little origami swans tucked around the treatment area, and her infectious giggles during our antics never fail to brighten the day.

When she’s not at the clinic, Faith is spending time with her rottweiler and chihuahua. Her favorite food is Pad Thai, and if you think her interests stop there, think again—Faith boasts an impressive array of hobbies, with painting and drawing topping her list. Her creative spirit and enthusiasm for helping animals make her a truly dynamic and delightful part of our team!

Receptionist

Marcy is our delightful part-time receptionist who brings a touch of warmth and cheer to our clinic every Saturday. Marcy excels at greeting clients, answering phones, scheduling appointments, and assisting wherever needed. Her passion for connecting with clients and their beloved pets makes her a cherished part of our team.

When she’s not brightening up the front desk, she enjoys dancing, Spanish food and treasures time spent with her family. At home, she’s a devoted pet parent to her Chihuahua Frankie, who always keeps her on her toes. Marcy’s infectious enthusiasm and friendly demeanor make her a true gem in our clinic.

Receptionist

Daphne is one of our full-time receptionists, known around the clinic for her cool and funky hair clips, sticker freckles, and always-big smile. She adds a splash of fun to every day at the clinic, combining her love and appreciation for animals with her previous work experience as a strong foundation for building new skills in animal care. Daphne is currently training to become a veterinary assistant as well!

When she’s not answering calls, helping in the back, or dazzling with her style, Daphne is busy being a proud lab mom to her pup, Ladybird. She also loves ramen and, in her free time, can be found rolling around on skates or sewing up a storm—she’s even tailored a few of our scrubs with her crafty touch!

Sanitation Specialist
& Veterinary Assistant

Sonya is our sanitation specialist and one of our veterinary assistants. She is a St. Petersburg native with a lifelong passion for veterinary medicine. Her journey began as a young girl, helping her aunt and uncle on their dairy farm every summer. Fast forward 20 years (and counting!), and Sonya is still thriving in the veterinary world, dedicated to educating clients and forging strong bonds with both pets and their owners.

But Sonya’s talents don’t stop at animal care—she’s also a master of cleanliness! She ensures our clinic is not just clean but squeaky clean, so your furry friends can feel right at home. When she’s not busy scrubbing, educating, or cuddling critters, Sonya loves to bake, watch documentaries, and cherish time with her family.

Intern

Brooke is our dedicated intern and future veterinary star! Brooke’s journey with us began as a high school freshman, and now, as a senior, she’s made incredible strides toward her dream of becoming a veterinarian. With plans to attend the University of Florida for veterinary medicine, her passion and commitment to animal care are truly inspiring.

A true team player, Brooke excels in assisting our patients and clients with her warm and attentive approach. Outside of her veterinary pursuits, Brooke loves apricot croissants, declaring, “Everyone should try one, unless you’re allergic… then don’t.” She shares her home with three dogs, two rabbits, and a turtle who’s likely to outlive us all. When she’s not busy at the clinic, Brooke indulges her love for reading and writing, with dreams of writing a novel someday.
